This migration has required more housing to be built quickly and in the interests of expedience, the related infrastructure wasn't thought of. This, in turn, has had a follow on effect causing issues such as the one presented here. I remember downpours in Guangzhou, and basement car parks flooded to street level. I remember being a bus, with my lady, and the driver drove through a very deep flooded section of a road. The water came right up into the bus, which stalled, and the passengers had to get out in waist deep water.
