Climate Change and the Construction of Resilient Cities---- A Case Study of Qingdao’s Practice and its Enlightenments (No.40, 2021)

Abstract: In the context of global warming caused by the climate change, extreme weather events in China are increasing and becoming severe, inducing more catastrophic results and upsurging climate risks, which calls for more attention to strengthening climate risk management. Cities, as the centers of population and industry concentration, need to go further and ahead of time in the exploration in this field. In recent years, Qingdao has been focusing on the formulation of relevant plans including sponge city construction, adapting to climate changes and introducing climate risk insurance, which has enhanced the city’s resilience from and resistance to climate disasters. For the 14th Five-Year-Plan Period and in the long run, efforts are needed to further promote the resilience of China’s cities and bring climate risks under control. To this end, this paper has offered the following policy options. 1. As the mainstay of our efforts to deal with climate change, cities need to continuously deepen their understanding of climate adaption by unfolding systemic research from the perspective of policy-making. 2. Risk control and management need to be included in the governance system; the mainstay governing bodies, and the contents and mechanisms need to be clearly defined. 3. Proper measures need to be taken in line with cities’ features and their development stages.
