Abstract: The first trilateral meeting of the three state heads of China, Mongolia and Russia was held in September, 2014 in Dushanbe. During this meeting, the three leaders reached a consensus on dovetailing China’s Silk Road Economic Belt initiative with Russia’s transcontinental rail plan and Mongolia’s Prairie Road Program and officially announced that they would jointly build the China-Mongolia-Russia Economic Corridor (CMREC). In July, 2015, the Roadmap for the Medium-term Development of Trilateral Cooperation and the Memorandum of Understanding on the Establishment of China-Mongolia-Russia Economic Corridor was signed, followed by the substantive stage of construction of the China-Mongolia-Russia Economic Corridor. CMREC is one of the important corridors in the Belt and Road initiative and also an crucial pathway linking Russia and Mongolia as well as building the economic circle with Europe. To analyze the common development conditions, status quo and problems of CMREC in depth is conducive to clarifying its direction and priority and implementing the trilateral consensus.
