Taiwan's land redistribution methods and its implications (No 33, 2015)

Abstract:

The urban land redistribution system is an important way to share land profit in the process of urbanization in China's Taiwan province. According to the system, certain part of land in urban areas is reorganized, using cost-equivalent land to compensate for the cost of infrastructure construction. After rearrangement and integration, land is distributed to original land owners in light of the primary order of precedence. It is in essence a kind of self-compensatory way for land development. The redistribution of land in urban areas is mainly state-run, while self-run land redistribution is also encouraged by Taiwan authorities. The scale of state-run redistribution of land is quite larger than the self-run part in terms of each area for rearrangement. It is suggested that with the establishment of Pilot Methods of City Renewal and Land Redistribution, some of the fringe rural-urban areas and the urban renewal areas be selected. With the collective ownership of construction land in stock in these areas unchanged, and through the redistribution of land, trial practice could made to pursuer capital balance so as to solve capital shortage for city redevelopment and guarantee farmers' profit to achieve win-win result. In a word, the pilot practice should target at finding out a new urban renewal mode through diversified cooperation and enabling farmers to play a major role in city upgrading.
