6月8日，德國(guó)、日本、巴西和印度四國(guó)聯(lián)盟向聯(lián)合國(guó)成員國(guó)散發(fā)了有關(guān)安理會(huì)擴(kuò)大的新框架性決議草案，繼續(xù)要求增加安理會(huì)常任理事國(guó)，但表示新常任理事國(guó)的否決權(quán)問(wèn)題可以等到安理會(huì)擴(kuò)大完成的15年后再予以解決。 外電報(bào)道如下：Germany, Japan, Brazil and India on Wednesday dropped the right to a veto for new permanent U.N. Security Council members in their revised draft resolution to expand the 15-member prestigious body.
The four nations, contenders for permanent council seats, want the U.N. General Assembly to adopt a framework resolution as early as this month that would add 10 new members to the council, six permanent members and four nonpermanent ones.
The council currently has five permanent members, which would keep their veto power, and 10 nonpermanent members rotating for two-year terms.

據(jù)悉，根據(jù)《聯(lián)合國(guó)憲章》的有關(guān)規(guī)定，憲章修正案需至少得到聯(lián)大三分之二成員國(guó)（包括安理會(huì)現(xiàn)任5 個(gè)常任理事國(guó)）立法機(jī)構(gòu)的批準(zhǔn)后方能生效。
