這個短語形成于英國，但是它的形成過程十分復(fù)雜，其背景也十分難懂。它最初的形式是He'll never set the Thames on fire. 布留沃博士在他所著的權(quán)威著作《英語成語詞典》中是這樣說明的：Thames是temse（一種篩谷物的工具）的雙關(guān)語，而temse一詞則是seine的雙關(guān)語，也可認(rèn)做是這一詞的異體字。seine是一種捕魚用的大拖網(wǎng)。但無論是temse還是seine都不是可以永久使用的工具。
此外，法語中原有類似He'll never set the seine on fire.這樣的說法。傳入英國語言之后，人們用Thames代替了seine一詞。He'll never set the Thames on fire.最初的含義為“默默無聞的人物；無所作為”。 后來，在人們運用語言的過程中，逐漸將其約定為現(xiàn)在這種動詞詞性的用法，其含義也被改變?yōu)椤叭〉昧梭@人的成就，不同凡響”。
在美國，人們使用set the world on fire這一形式，但表達的含義相同。
