China makes new human rights plan

BEIJING - Work on the National Human Rights Action Plan of China (2012-2015), which aims to improve people's well-being and safeguard human rights, was discussed at a conference in Beijing on Wednesday.

Wang Chen, minister of the State Council Information Office, explained the guidelines and detailed requirements of making the new human rights action plan during a speech at the meeting.

It will be China's second national human rights action plan, following the 56-page National Human Rights Action Plan of China (2009-2010), which was published in April 2009 by the State Council Information Office.

More than 120 representatives from 56 organizations, including the National People's Congress, the National Committee of Chinese People's Political Consultative Conference, the Supreme People's Court, and the Supreme People's Procuratorate, attended the conference.

The new plan should be guided by the Scientific Outlook of Development and the spirit of expanding democracy, strengthening rule of law, improving people's well-being and safeguarding human rights, Wang said.

Goals and detailed measures for the development of China's human rights during 2012-2015 will be included in the new plan.

The new plan should meet all ethnic people's demand to live a better life, address human rights problems with innovative methods and ensure the interests of the people, Wang said.

The new action plan will be made, implemented and supervised by a joint meeting mechanism led by the State Council Information Office and the Ministry of Foreign Affairs and comprised of government agencies, nongovernmental organizations and research institutions.
