New Catalogue of Technologies Prohibited and Restricted from Export published

The Ministry of Commerce, in collaboration with the Ministry of Science and Technology, released an updated version of the Catalogue of Technologies Prohibited and Restricted from Export on Tuesday, aiming to better align export controls with evolving technological developments and national interests.

A new restricted item concerning battery cathode material preparation technologies—such as lithium iron phosphate and lithium manganese iron phosphate—was added due to their increasing use in sensitive and strategic sectors, said a spokesperson from the Ministry of Commerce in an online statement.

The revision reflects efforts to enhance the management system for technology trade, safeguard national economic security and promote international cooperation in science and technology, said the ministry official.

According to the statement, the adjustment involved extensive consultation with relevant authorities, industry associations, experts and the public. Key changes include the removal of three technology items, such as traditional Chinese architecture and environmental control technologies, facilitating broader global sharing of Chinese innovations.

Additionally, updates were made to the nonferrous metallurgy category, particularly lithium extraction and gallium production techniques.

The Commerce Ministry emphasized that technologies classified as restricted require export licenses, while prohibited technologies cannot be exported. Exporters must comply with relevant regulations and complete necessary licensing or registration procedures.

The ministry pledged to further optimize the process and continue adjusting the catalogue in line with scientific progress and practical needs.
