Xiamen Customs supervised a total of 110 inbound aircraft for maintenance procedures in the first half of 2025. The import and export value of bonded aviation maintenance operations outside the customs supervision areas reached 98.05 billion yuan ($13.68 billion), representing a 29.4 percent year-on-year increase.

During the same period, HAECO Xiamen completed maintenance and modification projects for multiple international airlines from 14 countries and regions, including the United States and Japan. The company's maintenance hangars have been operating at full capacity throughout this period.

As one of China's oldest aviation maintenance hubs, Xiamen's aviation maintenance base has attracted leading MRO enterprises including HAECO and ST Aerospace.

It has established a comprehensive industrial ecosystem integrating major aircraft structural overhauls, engine and landing gear maintenance, and technical personnel training.

Recognizing that over 80 percent of aviation maintenance orders come from overseas clients, Xiamen Customs has pioneered China's first "bonded maintenance outside comprehensive bonded zones" pilot program. This breakthrough policy enables aviation MRO enterprises to enjoy guarantee-free operations, tax rebates, and bonded ledger management outside designated zones.

Furthermore, Xiamen has pioneered an innovative "integrated aviation maintenance supervision" model to reduce aircraft ground time for maintenance operations. This groundbreaking approach shortens parking duration by one to two days per aircraft and cuts customs clearance time by over 25 percent, enhancing the competitiveness of aviation MRO enterprises
